RULES OF PAYMENT

FOR STUDIES IN ENGLISH

IN THE ENGLISH DIVISION OF THE 2ND FACULTY OF MEDICINE

OF THE MEDICAL UNIVERSITY OF WARSAW

 

§ 1. General provisions

  1. The Medical University of Warsaw (hereinafter referred to as “university”) pursuant to article 99, section 1, point 3 of the Higher Education Act dated 27 July 2005 (Journal of Laws (Dz. U.) from 2012, item 572 consolidated text as amended) (hereinafter referred to as “act”) is entitled to charge a fee for studies in English.

  2. Conditions of payment for studies in English are determined by the agreement concluded between the university and a student. A specimen agreement regulating conditions of payment for studies in English is defined by the Rector’s directive.

  3. The amount of payments for studies in English (hereinafter referred to as “payments”) is specified by the directive of the Rector (hereinafter referred to as “Rector’s directive”). Payments are determined for every year of studies. In case a student pays a tuition fee in installments, the amount of each installment is increased by the statutory interest counted on amounts after a division into installments that are amounts payable in later terms than provided for one-time payments.

  4. Payments for studies in English of the English Division of the Second Faculty of Medicine should be made in terms determined in the rules of payments for studies in English of the English Division of the Second Faculty of Medicine of the Medical University of Warsaw (hereinafter referred to as “rules of payment”).

  5. Payments charged by the university are made to the account given in the agreement concluded between the university and a student.

  6. Payments should be made to the account of the university operated in PLN converted into Polish zloty according to the average EUR rate of the National Bank of Poland on the day of payment.

  7. A student shall bear bank fees and other charges collected by a bank in connection with handling of payments for studies in English.

  8. In case of underpayment for studies in English which results from the bank fee collected for handling of payment made by a student or by virtue of accrued statutory interest, a student transfers money to the account of the university given in the agreement concluded between the university and a student or in the cashier’s office of the university after converting into PLN based on the rate specified in § 1, section 6.

  9. Pursuant to article 17, section 4 of the Order of the Minister of Science and Higher Education dated 12 October 2006 (Journal of Laws (Dz. U.) from 2006, No. 190, item 1406 as amended) on commencing and pursuing studies and trainings by foreigners and their participation in scientific research and developmental projects, foreigners who are admitted to studies in English pay the tuition fee for the 1st year increased by equivalent of EUR 200, regardless of number of fields of study they undertake.

     

    § 2. Terms and ways of payment

  1. Students are obliged to pay the tuition fee for studies in English for every year in the following terms:

  1. in case of one-time full payment for a given year of studies – before the beginning of a particular academic year not later than on 30 September of a given academic year;

  2. in case of two installments:

  • 1st installment until 15 October of a particular academic year

  • 2nd installment until 10 February of a particular academic year

  1. The application for dividing the tuition fee into two installments should be submitted to the Dean before the beginning of a particular academic year.

  2. In case a student pays the tuition fee in installments, the amount of each installment is increased by the statutory interest counted on amounts after a division into installments that are amounts payable in later terms than provided for one-time payments.

  3. The payments should be made giving the first name and surname of the student, the student´s record book number, if it is already given, with a note “English Division” and reference to the academic year.

  4. The date of payment is a date on which the amount enters the account of the University and is recognized as the payment.

  5. If payments for studies in English are regulated by indicated above terms or by terms determined for a particular student by the decision of the Dean acting with the Rector’s authorization issued based on section 8 below, the university is entitled to calculate the statutory interest.

  6. Making due payments is the condition to admit students to classes in English.

  7. In case the Dean acting with the Rector’s authorization agrees for the division of the tuition fee into two installments, the amounts of installments determined in the decision and the terms specified in the rules of payment are binding.

  8. In justified cases, upon the student’s request, the Dean, acting with the Rector’s authorization, may reschedule a term of payment.

  9. Applications for rescheduling terms of payments accompanied by justification and potential documentation confirming the occurrence of an extraordinary event should be submitted before the beginning of the academic year. In case of payment of fees in two installments rules specified in the above sentence are applicable respectively.

  10. A student has the right to appeal against the Dean´s decision to the Rector within 14 days of receiving the decision. The decision of the Rector is final.

  11. Students transferring from other universities enrolled conditionally on a given academic year in addition to the payment for each year of studies in English pay for each subject which is a curricular difference.

  12. Should the delay in making the payment exceed 3 months, the Dean, acting on a motion of the Deputy Dean of the English Division of the Second Faculty of Medicine, can cross a student off the list of students. The student has the right to appeal against the Dean´s decision to the Rector within 14 days of receiving the decision. The decision of the Rector is final.

     

     

    § 3. Conditions of exemption from partial payments

    1. In justified and documented cases, the Rector may exempt a student who is in a difficult financial situation as a result of a random incident from paying the whole or partial tuition fee.

    2. First and second-year students of the English Division who demonstrate and confirm B2 level of the Polish language knowledge, may apply for an exemption from the Polish language classes and a decrease of their tuition fee by the payment for the Polish language classes.

    3. An application for an exemption from the Polish language classes and a decrease of the tuition fee should be submitted to the Dean until 30th October of a particular academic year. The copy of the certificate confirming the knowledge of the Polish language at B2 or higher level certified to be a true copy by the Dean’s office staff is attached to the application. The original of the certificate must be submitted for inspection in the Dean’s office.

    4. The fee exemptions for particular subjects are not possible in cases other than specified in section 2.

     

    § 4. Conditions of payment refund

    1. Payments for unprovided educational services during studies in English are      refunded in part proportional to the number of months in which a student does not attend classes in English in a particular academic year, in case of the following circumstances:

         1)    obtaining a Dean´s leave;

    2)    obtaining a sick leave;

    3)    crossing a student off a list of students due to reasons determined in the rules of studies;        

        4)     resigning from studies.

    2. In case of circumstances defined in section 1, a refund of partial payment is made upon the student’s request. A term of ceasing to attend  English classes in a particular academic year is set:

         -      based on the Dean’s decision rendered in cases determined in section1, point 1-3;

         -      based on the date of receiving a written student’s statement about resignation from studies, in case determined in section 1, point 4.

    3. In case of circumstances defined in section 1, point 1-3, the Dean, upon the student’s written request, may agree for recognition of payments to be refunded on account of partial payments for the continuation of studies in the next academic year.

    4. Payment for unprovided educational services during studies in English are      calculated proportionally to the number of months remaining to the end of a particular year of studies, starting from the next calendar month, in which a student ceases attending classes in English, determined in section 2. The monthly rate of payment is calculated based on the period of the academic year (together with the winter/summer exam session) which lasts 9 months.

    5. In case a student is crossed off a list of students during the academic year including a resignation from studies submitted by a student who does not pay the tuition fee for studies in English, the amount due is calculated proportionally to the number of months of provided educational services starting from the end of month of the crossing-out. In case of resignation from studies, the date of receiving the application by the Dean’s office staff is considered the date of ceasing to provide educational services. In other cases, the Dean’s decision determines the date of ceasing to provide educational services.

     

     

    § 5. Payments for repeating classes due to unsatisfactory results

    1. Repeating courses due to unsatisfactory results of studies in English is payable.

    2. In case of repeating courses due to unsatisfactory results of studies a student pays 100% of the amount for each repeated subject. The fee is determined according to a percentage indicator as the value of payment for a given subject in relation to the value of the tuition fee for a given academic year.

    3. A student is obliged to pay for repeating courses due to unsatisfactory results of studies in English before the beginning of the academic year, in which a student repeats courses, not later than until 30th September of a particular academic year, to the account given in the agreement between the university and a student. In case a student does not pay the tuition fee before the beginning of the academic year in which he/she is supposed to repeat courses, the Dean may cross a student off a list of students upon prior call for payment. The student has the right to appeal against the Dean´s decision to the Rector within 14 days of receiving the decision. The decision of the Rector is final.

RULES OF PAYMENT

FOR STUDIES IN ENGLISH

AT THE MEDICAL UNIVERSITY OF WARSAW

IN THE ENGLISH DIVISION OF THE 2ND FACULTY OF MEDICINE,

THE FACULTY OF MEDICINE AND DENTISTRY

AND THE FACULTY OF PHARMACY WITH THE LABORATORY MEDICINE DIVISION

 

§ 1. General provisions

1.      The Medical University of Warsaw (hereinafter referred to as “university”) pursuant to article 99, section 1, point 3 of the Higher Education Act dated 27 July 2005 (Journal of Laws (Dz. U.) from 2012, item 572 consolidated text as amended) (hereinafter referred to as “act”) is entitled to charge a fee for studies in English.

2.      Conditions of payment for studies in English are determined by the agreement concluded between the university and a student.

3.      The amount of payments for studies in English (hereinafter referred to as “payments”) is specified by the directive of the Rector (hereinafter referred to as “Rector’s directive”). Payments are determined for every year of studies. In case a student pays a tuition fee in installments, the amount of each installment is increased by the statutory interest counted on amounts after a division into installments that are amounts payable in later terms than provided for one-time payments.

4.      Payments for studies in English at the Medical University of Warsaw in the English Division of the 2nd Faculty of Medicine, the Faculty of Medicine and Dentistry and the Faculty of Pharmacy with the Laboratory Medicine Division should be made in terms determined in the rules of payment for studies in English (hereinafter referred to as “rules of payment”).

5.      Payments charged by the university are made to the account given in the agreement concluded between the university and a student.

6.      Payments should be made to the account of the university held in EUR.

7.      A student shall bear bank fees and other charges collected by a bank in connection with handling of payments for studies in English.

8.      In case of underpayment for studies in English which results from the bank fee collected for handling of payment made by a student or by virtue of accrued statutory interest, a student transfers money in EUR to the bank account of the university given in the agreement concluded between the university and a student or in the cashier’s office of the university after converting into PLN according to the average EUR rate of the National Bank of Poland on the day of payment.

 

 

§ 2. Terms and ways of payment

1.      Students are obliged to pay the tuition fee for studies in English in the following terms:

1)      in case of one-time full payment for a given semester of studies:

– for the winter semester until 30 September of a particular academic year

– for summer semester until 31 January of a particular academic year

2)      in case of the permission to pay the semester fees into two installments:

a) fees in the winter semester:

- 1st installment until 15 October of a particular academic year

- 2nd installment until 31 December of a particular academic year

b) fees in the summer semester:

- 1st installment until 15 February of a particular academic year

- 2nd installment until 31 May of a particular academic year

2.      In justified cases the semester fee may be divided into installments. A decision on installments is made by the Dean. In case of a positive decision on installments, terms of payment defined in § 2, section 1, point 2 are binding.

3.      An application for dividing the tuition fee into two installments should be submitted to the Dean’s office. Applications for paying the winter semester fees in installments by the 1st year students should be submitted by 1 October of a particular academic year. In other cases, applications for paying the tuition fee in installments must be submitted to the Dean’s office not later than 30 days before the beginning of the semester, which the application concerns. Applications submitted after this deadline will not be considered. An application submitted on time results in suspension of the payment obligation to the date indicated in the decision.

4.      In case a student pays the tuition fee in installments, the amount of each installment is increased by the statutory interest counted on amounts after a division into installments that are amounts payable in later terms than provided for one-time payments.

5.      The payments should be made giving the first name and surname of the student, the student´s record book number, if it is already given, with a note “English Division” and reference to the academic year and semester for which the payment is made.

6.      The date of payment is a date on which the amount enters the account of the University and is recognized as the payment.

7.      If payments for studies in English are regulated by indicated above terms or by terms determined for a particular student by the decision of the Dean acting with the Rector’s authorization, issued according to section 9 below, the university is entitled to calculate the statutory interest.

8.      Making due payments is the condition to admit students to classes in English.

9.      In case the Dean, acting with the Rector’s authorization, agrees for the division of the semester fee into 2 (two) installments, the amounts of installments determined in the decision and the terms specified in the rules of payment are binding.

10.  In justified cases, upon the student’s request, the Dean, acting with the Rector’s authorization, may reschedule a term of payment.

11.  Applications for rescheduling terms of payments accompanied by justification and potential documentation confirming the occurrence of an extraordinary event should be submitted before the beginning of the academic year. In case of payment of fees in two installments, rules specified in the above sentence are applicable respectively.

12.  A student has the right to appeal against the Dean´s decision to the Rector within 14 days of receiving the decision. The decision of the Rector is final.

§ 3. Conditions of exemption from partial payments

1. Pursuant to regulations defined in §19 of the Minister of Science and Higher Education Act dated 12 October 2006 (Journal of Laws (Dz. U.) from 2006, no. 190, item 1406 as amended) in justified and documented cases, the Rector may exempt a student – foreigner, who is in a difficult financial situation or undertakes studies in the 2nd field of study or other payable training, from paying the whole or partial tuition fee.

2. First and second-year students of the English Division who demonstrate and confirm B2 level of the Polish language knowledge, may apply for an exemption from the Polish language classes and a decrease of their tuition fee by the payment for the Polish language classes.

3. An application for an exemption from the Polish language classes and a decrease of the tuition fee should be submitted to the Dean until 30th October of a particular academic year. The copy of the certificate confirming the knowledge of the Polish language at B2 or higher level certified to be a true copy by the Dean’s office staff is attached to the application. Payments for unprovided educational services during studies in English are      refunded if a student obtained a leave (Dean’s or sick one) or resigned from studies due to health reasons confirmed by the medical certificate or other important and documented random incidents. A decision on a payment refund is made by the Dean.

2. In case of circumstances defined in section 1, a refund of partial payment is made upon the student’s request. A term of ceasing to attend  English classes in a particular academic year is set:

     -      based on the Dean’s decision concerning a leave determined in section 1;

     -      based on the date of receiving a written student’s statement about resignation from studies with the documents determined in section 1.

3. In case of a leave defined in section 1, the Dean, upon the student’s written request, may agree for recognition of payments to be refunded on account of partial payments for the continuation of studies in the next academic year.

4. Payments for unprovided educational services during studies in English are      calculated proportionally to the number of months remaining to the end of a particular year of studies starting from the next calendar month in which a student ceases to attend classes in English, according to section 2. The monthly rate of payment is calculated based on the period of the academic year (together with the winter/summer exam session) which lasts 9 months.

5. § 6. Commencement

     This rules of payment shall come into force on the day of its adoption and apply to students admitted to studies in English at the Medical University of Warsaw after 21 August 2015.
